It will not work with scrambled channels. There is a place in VLC to input keys. Try an FTA channel and it'll work or input the keys in VLC.
Go to Tools> Preferences > then click All Settings.
Then go to Input / Codecs> MPEG-TS> CSA Key
Go to Tools> Preferences > then click All Settings.
Then go to Input / Codecs> MPEG-TS>Demuxers> CSA Key
I haven't tested it yet, just wanted to point out the missed step.
