You need to press the two buttons on the remote as shown on that picture. The two shown in green.
Press both at once and the red LED power button should blink then stay on.
If this is not happening, check the batteries in the remote.
Also look at the remote IR LED through a digital camera, you should see it flashing.
Note: if you have already Bluetooth coupled the remote, only the learning buttons for the TV will use the IR system.
I alerted GT Media that if this coupling of the Bluetooth fails at this point of the set up, the unit is bricked.
I asked that they add a skip for this screen of the set up.
