Trying to use my V8 Finder for Bell or Dish

I cannot seem to find any satellite with a symbol rate of 21500 Turbo 8PSK. I have been trying to find Bell 82 and it doesn't seem to work. I have the newest update on the unit. I even hooked it up to my working 82 satellite. Is there a finder that can find the Turbo 8PSK?
