You should be able to just click on the down load, and should come up in the top right of your PC screen.
I have just done that, and it works, the said list is for 13e. What message comes up on the screen.
The said list may or may not have the satellites / channels that you require, it is always best to make your own list of satellites / channels, everyone's choice is different.
